2024年12月31日，中国教育部留学服务中心（简称中留服）发布了一则引起广泛关注的公告：暂停更新“新加坡私立教育机构认证范围”。这则消息无疑让很多计划留学新加坡的学生感到迷茫，甚至对未来的学术和职业规划产生了担忧。然而，细究公告内容，我们发现实际情况并非如此悲观。

为向更多新加坡留学人员提供认证服务，我中心在面向新加坡公立大学和理工学院提供认证服务的同时，也一直致力于将在有一定质量保障的新加坡私立教育机构学习获颁的文凭证书纳入认证范围。随着新加坡政府对其私立教育机构立法和质量保障机制的不断完善，目前在以下几类私立教育机构学习获颁的文凭证书已纳入我中心认证范围：
一、私立大学
SIM University
（后更名为 Singapore University of Social Sciences,且现已转为公立大学）
二、获新加坡政府津贴的私立教育机构
1. Nanyang Academy of Fine Arts
2. LASALLE College of the Arts
三、依据2013年新加坡《私立教育法案豁免条例》豁免审查的外国大学分校
1. DigiPen Institute of Technology Singapore.
2. EDHEC Risk Institute – Asia.
3. ESSEC.
4. German Institute of Science and Technology – TUM Asia.
5. INSEAD.
6. S P Jain School of Global Management.
7. The University of Chicago Booth School of Business

五、获得4年期信托认证（Edutrust）的私立教育机构也将逐步被纳入认证范围
由于新加坡此类私立教育机构数量较多，颁发第三国文凭证书的情况较为复杂，为保护留学人员利益，我中心在与颁证机构建立沟通，充分了解其在新加坡的办学及合作情况，并建立有效核查渠道后，已将下列符合条件的文凭证书纳入认证范围（自2024年12月31日起暂停更新）:

那么暂停更新名单的原因是什么呢？
暂停更新的主要原因是新加坡私立教育的管理体制发生了变化。原负责私立教育管理的私立教育理事会（Council for Private Education，简称CPE）于2024年10月1日正式解散，其职能转移至新加坡精深技能发展局（SkillsFuture Singapore，简称SSG）。SSG是隶属新加坡教育部的法定机构，负责推动全国范围内的技能发展与终身学习。
中留服暂停更新认证范围，是因为需要时间与新加坡新管理机构协商，以确保认证标准和流程的调整更加精准有效。
这一公告仅表示暂停新增认证范围，而非取消已有的认证。

根据公告，目前已纳入中留服认证范围的私立教育机构及其课程文凭仍然可以正常申请学历认证。
例如，新加坡管理学院（SIM）、詹姆斯库克大学新加坡校区等，依旧受到认可。
暂停更新只影响新加入认证范围的机构或课程，而不影响已列入名单的学校及其合作项目。
那么同学们在接下来选择新加坡私立院校就读时需要注意什么呢？
确认注册机构
在选择学校时，务必确认该机构是否在SSG注册。教育信托认证（EduTrust）
学校是否拥有EduTrust认证，是衡量私立院校质量的重要指标。参考中留服现有名单
对于不确定的学校或课程，建议直接向中留服咨询，确保未来文凭认证的顺利进行。
暂停更新的公告并不是永久决定，而是暂时措施。随着中留服与新加坡方面的沟通深入，相信更新工作将恢复。
